About organizing the application for the second batch of science and technology projects in Chengdu in 2021

The Chengdu Science and Technology Bureau has started the application for the second batch of Chengdu science and technology projects in 2021. The "Guidelines for the Application of the Second Batch of Science and Technology Projects in Chengdu in 2021" (hereinafter referred to as the "Guidelines") are forwarded to everyone, and the relevant declaration matters are notified as follows:
One' item category
There are 5 business categories in the second batch of application projects, namely:
Basic capacity building plan for industrial function zones: 1. Funding for innovation and entrepreneurship of scientific and technological talents
Key R&D support plans: 2. Major scientific and technological innovation projects 3. Major scientific and technological application demonstration projects
Industrial Function Zone Achievement Transformation Guidance Plan: 4. Technology Transaction Funding Project
Innovation environment improvement plan: 5. Rongcheng Community Innovation Housing Project Funding Project
Two' declaration requirements
(1) The registered domicile of the reporting unit must be within the administrative area of Chengdu, and it must have the status of an independent legal person.
(2) It must meet the specific requirements of various project declaration guidelines.
(3) The project application unit and the person in charge of the project must sign a letter of integrity commitment, and the project application unit must strengthen the review and control of the application materials, and it is strictly forbidden to exaggerate or even falsify.
(4) The project application unit, cooperative unit, and project team members have good integrity status, and have no record of serious untrustworthy behavior in scientific research and credit "blacklist" records in relevant social fields during the execution period of the punishment.
(5) The same application unit (the person in charge of the same project in a high school and a scientific research institute) can only apply for one project of the same sub-business category. The same project shall not be declared repeatedly across categories in any form. The declared items shall not be declared repeatedly across categories with the same or similar application materials. Projects that have been approved shall not be declared repeatedly.
(6) Project units (colleges, universities,

(7) Enterprises above designated size included in the survey scope of the municipal statistics department must provide the 2019 "Statistical Report on Enterprise (Unit) R&D Activities" (including the status of enterprise research and development projects, enterprise research and development activities and related conditions) that have been submitted to the statistics department ); High-tech enterprises must provide the 2019 National High-tech Zone Enterprise and High-tech Enterprise Statistical Report and Annual High-tech Enterprise Development Report (the above materials are provided together with the application materials).
(8) The contents of the application materials provided shall not be classified.
Three' declaration procedure
The project implements the entire online application through the "Chengdu Science and Technology Project Application System" (hereinafter referred to as the "Application System") (http://kjxm. cdst. chengdu. gov. cn/egrantweb/).
(1) Obtaining the declared identity
The person in charge of the project and the reporting unit log in to the reporting system for identity registration, and complete the relevant information before proceeding with the project declaration. Registered units and individuals log in with their user names and passwords and do not need to register again.
(2) Fill in the project
The person in charge of the project logs in to the declaration system, fills in the declaration form online and uploads attachments according to the guidelines (the requirements for the signature page are as follows: the cover page of the declaration form should be stamped with the official seal of the declaring unit; the page of the letter of commitment (declaring unit) should be stamped with the official seal of the declaring unit; the page of the letter of commitment (Project leader) is signed or sealed by the person in charge of the project; the application review page is stamped with the official seal of the reporting unit and signed or sealed by the legal representative. If there is a joint reporting unit, the official seal of the joint unit must be affixed on this page to recommend the unit Temporarily not stamped). The stamped and signed pages shall be subject to various declaration forms, which shall be scanned and uploaded as attachments and submitted, and then submitted after the online review by the administrator of the unit where they belong.
(3) Project review
The project recommending unit, the Municipal Affairs Center Science and Technology Window, and the Municipal Science and Technology Bureau's business office will conduct online audits within the specified time and make an audit conclusion.
(4) Material submission
In the declaration stage, online declaration is carried out through the declaration system throughout the entire process. At the time of project application, paper application materials will not be submitted temporarily. After the announcement of the application of the project, the Science and Technology Bureau will separately notify the project to submit paper documents. For projects that have not been approved, paper documents are not required to be submitted.
Four' time limit for declaration
Projects are declared on a regular basis, and the system will be closed automatically if the deadline expires and will not be accepted.
The deadline for online submission by the applicant unit (including the return and modification and resubmission) is 17:00, April 30, 2021; the deadline for online review by the recommended unit is 17:00, May 7, 2021; the deadline for online review by the Municipal Science and Technology Bureau (including windows) It is 17:00 on May 10, 2021.
Reminder: After reviewing and submitting, all units should pay attention to the review comments in the system in a timely manner, and submit them again in the system in a timely manner after modification and improvement according to the requirements of the relevant review comments. The reporting unit shall bear the responsibility for failure to report normally due to overdue.
