Notice on the establishment of six professional medical quality 

control sub-centers in Chengdu High-tech Zone Inspection

Medical institutions:

In accordance with the spirit of documents such as the “Regulations on the Management of Medical Institutions”, “Administrative Measures for Chengdu Medical Quality Control Center (Trial)” and “Chengdu Medical Quality Control Center Management Rules (Trial)”, combined with the actual conditions of the High-tech Zone Voluntary applications with individuals, review by the District Medical Quality Control Committee, research and approval by the Social Enterprise Bureau, and the establishment of 6 professional medical quality control sub-centers such as inspection. The notification is as follows:

 I. Purpose

In order to further promote the construction of the medical quality control system in our district, optimize and improve the long-term mechanism of medical safety quality control, promote the continuous improvement of medical service quality, and continuously improve the level of medical services, refer to the establishment of the relevant professional medical quality control sub-centers at the municipal level. The quality control sub-center is responsible for the management and control of relevant professional medical quality within the jurisdiction, accepting the business guidance of the relevant professional quality control center at the municipal level, continuously improving the medical quality and service level of our district, and ensuring the medical safety of residents.

II.Responsibilities

(1) Responsibilities of the Medical Quality Control Sub-center

1. Formulate relevant professional medical quality control indicators, standards and quality management requirements of Chengdu Hi-tech Zone;

2. Formulate and implement relevant professional medical quality control plans, carry out medical quality control supervision, and timely feedback the supervision results;

3. Guide the medical quality control of the medical institutions in the district, urge the medical institutions to implement the quality control supervision and rectification recommendations, track the implementation of the return visit rectification; promptly report the problems found in the quality control process to the higher authorities

4. Improve the network of relevant professional quality control work, and guide medical institutions to carry out quality control work and quality control training of relevant professionals;

5. Promote the construction of relevant professional informatization, and establish a database of relevant professional quality control information. Collect and analyze medical quality data, and regularly report medical quality control information;

6. Assist in the investigation and demonstration of relevant professional setting plans, basic construction standards, personnel qualifications, related technologies, equipment applications, etc., and provide a basis for decision-making;

7. Complete other tasks assigned by the competent authority at a higher level.

(2) Responsibilities of Director of Quality Control Center

1. Lead the members of the professional quality control sub-center to carry out relevant quality control work;

2. Organize the members of the professional quality control sub-center to learn and implement the relevant laws and regulations of medical and health, departmental regulations, technical specifications, guidelines and standards;

3. Organize and formulate the professional medical quality assessment indicators and quality information system of the professional quality control sub-center, and formulate and carry out self-assessment of quality control performance;

4. Complete other tasks assigned by the competent authority at a higher level.

III. Work requirements

(1) Raise awareness and strengthen leadership

All medical institutions should strengthen the organization and leadership, attach great importance to medical quality management, establish and improve the medical quality evaluation system, implement the responsible person, and ensure the effectiveness of medical quality management.

(2) Standard management and continuous improvement

Each medical institution should strengthen its own management, consciously accept the guidance and assessment of the quality control sub-center, actively cooperate with the work of the quality control sub-center, and make continuous improvement against the quality control assessment results.
