On the morning of March 9, 2026, the Secretariat of Chengdu High-tech Medical Association (hereinafter referred to as "the Association") organized the second joint meeting of the Party and Government in 2026. The meeting was presided over by Comrade Zeng Bin, the Secretary of the Party Branch, Executive Vice President, and Secretary-General of the Association. The legal advisor of the Association and all staff members of the Secretariat attended the meeting. The meeting reviewed and deliberated on the work summaries of various departments for February 2026 and the work plans for March 2026, collectively deliberating on seventeen topics.

At the meeting, the deputy secretary of the Party branch conveyed and studied the abstract content of the 2026 government work report. The meeting required all personnel to deeply understand the core essence and implement it accordingly: to cultivate their souls through learning, profoundly recognize the significant meaning of the successful conclusion of the 14th Five-Year Plan, accurately grasp the grand blueprint for the development of the 15th Five-Year Plan, and effectively unify their thoughts and actions with the overall requirements of high-quality development; to practice through action, focus on key deployments such as medical and health care, and the cultivation of new productive forces mentioned in the report, identify entry points and focuses for the work of the association, and promote the transformation of policy requirements into specific actions for business development; to empower through innovation, focus on development requirements such as technological innovation and the digital economy mentioned in the report, actively seize development opportunities, strengthen innovation drive, accelerate the promotion of the development, quality improvement, and upgrading of the association, and contribute to the high-quality development of regional health and wellness undertakings.

At the meeting, the legal advisor provided professional guidance on institutional construction, compliance management, and other related work. The leaders of the secretariat commented on the work carried out by each department in February 2026 and put forward specific requirements for the promotion of key work in the next step.

First, we should ensure the fulfillment of target responsibilities and strengthen overall coordination and promotion. All departments should focus on the annual work objectives, effectively break down tasks and implement responsibilities, enhance overall work coordination and control over key nodes, accelerate the implementation and effectiveness of key tasks, and ensure the timely and high-quality completion of all annual objectives and tasks.

Secondly, we should deepen innovation and transformation, and cultivate development momentum. Focusing on the core direction of strengthening grassroots and promoting transformation, we should enhance the integration of medical and industrial sectors and collaborative innovation, drive the innovation and upgrading of traditional businesses, coordinate the annual work plan with the 14th Five-Year Plan, and cultivate new productive forces.

Thirdly, we should standardize internal governance and lay a solid foundation for development. We should steadily promote the optimization and adjustment of internal institutions, improve and perfect the systems and mechanisms for anti-corruption risk prevention and control, procurement management, etc., strengthen budget management and dynamic supervision throughout the entire process, and promote the institutionalization and standardization of various work operations.

Fourthly, strengthen team building and enhance performance capabilities. Improve the integrated mechanism for personnel selection, training, and assessment, optimize the salary incentive system, strengthen comprehensive literacy and professional ability training for all employees, guide employees to make good career development plans, and build a high-quality and professional team of entrepreneurs and innovators.

The meeting emphasized that all departments must maintain a high level of vigilance regarding safety, implement safety management on a regular basis, strengthen safety defense lines, and ensure the smooth progress of the association's work.
