1. Exam time, major and method
(1) Test time
The test is scheduled to be held on August 1st and 2nd, and the specific test time is subject to the admission ticket.
(2) Test majors and methods
A total of 118 majors (Annex 1), including the blood sampling and supply medicine, blood supply and supply nursing, blood collection and supply testing technology, blood preparation technology 4 paper-and-pencil exams, the other 114 majors are tested by human-computer dialogue.
2. Application conditions
According to the "Notice on Doing a Good Job in the Deputy Senior Qualification Examination for Health and Primary Health Technical Personnel in Our Province" (Chuanrenshebanfa [2015] No. 53), "Opinions on Further Improving the Health Title System" (Chuan Weifa [2018 〕No. 52) and “<Sichuan Province Senior Professional and Technical Job Qualifications and Qualifications Declaration Evaluation Criteria> and <Sichuan Province Primary Health and Senior Professional Skills and Qualifications Qualification Declaration and Evaluation Criteria>” (Sichuan Regulations [2019] No. 3), etc., The application conditions for the deputy advanced technical qualification examination for health and traditional Chinese medicine are as follows:
(1) Application conditions for deputy senior qualifications of health technicians
Persons who register for the deputy advanced qualification examination for health technology must meet the following requirements:
1. Abide by national laws and regulations, have good professional ethics and professionalism.
2. Meet one of the following conditions:
(1) After obtaining a doctorate degree in a corresponding major in medicine and obtaining a mid-level professional and technical qualification in health, he has been working in this major for one year.
(2) Postgraduate degree or master's degree of corresponding medical specialty, after obtaining the intermediate professional technical qualification of health, engaged in this professional work for 3 years.
(3) A bachelor's degree or bachelor's degree in a corresponding major in medicine, and after obtaining an intermediate professional technical qualification in health, he has been engaged in this major for 4 years.
(4) College degree of corresponding medical specialty, after obtaining the intermediate professional technical qualification of health, engaged in the professional work for 6 years.
(5) After graduating from a medical secondary school and obtaining a mid-level professional and technical qualification in traditional Chinese medicine, he has been working in this field for 8 years.
3. If one of the following conditions is met, you can apply for the deputy senior qualification examination for health technicians:
(1) Having been employed for a mid-level professional technical position in health for 3 years and having one of the following conditions during the current term of office:
① Won the commendation from the provincial and ministerial party and government organs;
② Won the "May 1" Labor Medal at the provincial level and above;
③ Obtain the title of model worker or advanced worker at the municipal level or above;
④ City or government level and above academic and technical leaders or candidates;
⑤ The project leader or first principal investigator of the scientific research topic at or above the city (department level), and publish 3 papers of the major or 2 sci papers of the major in the "Overview of Chinese Core Journals".
(2) Secondary education of medical specialty, and meet one of the following conditions:
① After 9 years of employment in the mid-level professional and technical positions of the health profession, the national mid-level professional and technical qualification examination for health is passed;
②Has been employed in the mid-level professional and technical positions of health for 9 years and received the commendation from the municipal (department) level and above party and government organs.
(3) Not having the required academic qualifications, but having been employed in a mid-level professional technical position for health for 9 years, with rich medical and health practice experience and unique medical technology, its medical effect has reached the advanced level in the province, and has been widely recognized by peers and society in the province In addition to one of the conditions of Article 3 (1), it can also be passed by 3 peer experts (academicians, experts who enjoy special government allowances from the State Council, Yangtze River scholars, young and middle-aged experts with outstanding contributions from the State, and the National Health Commission Contribute to young and middle-aged experts, provincial academic technology leaders, provincial outstanding experts with outstanding contributions, or experts of the same level approved by provincial and ministerial state agencies).
(4) During his current term, if he participates in the foreign aid, Tibetan aid, and Yi aid work assigned by the party committees and governments at all levels for one year, and the annual assessment result is qualified or above, he can apply for one year in advance; after working for two years, and If the annual assessment results are all qualified or above, you can apply for the examination 2 years in advance.
(5) Frontline health professional and technical personnel participating in epidemic prevention and control can apply for examination one year in advance.
(6) Heirs of academic experience of well-known traditional Chinese medicine experts approved by the competent authority of the Chinese medicine industry at the provincial level and above, who have passed the examination and passed the examination and obtained the teacher certificate, can apply for the examination one year in advance.
(7) Chinese medicine technicians who have obtained the intermediate professional technical qualifications of Chinese medicine and have no medical qualifications (below the technical secondary education), meet one of the following conditions:
① After appointing the position of attending (administrative) Chinese medicine (pharmaceutical) teacher, he has been engaged in this profession for 14 years;
②After appointing the position of Chinese medicine (pharmacy) as the attending (management) Chinese medicine (pharmaceutical) teacher, he has been working in this major for 11 years, including more than 5 years of work in the primary medical and family planning institution of our province.
(2) The entry requirements for deputy senior qualifications of primary health technicians
Those who register for the deputy senior qualification examination for primary health technology must meet the following requirements:
1. Abide by national laws and regulations, have good professional ethics and professionalism.
2. Meet one of the following conditions:
(1) After obtaining a doctorate degree in a corresponding major in medicine and obtaining a mid-level professional technical qualification in hygiene or primary health, he has been engaged in this profession for a full year.
(2) Postgraduate degree or master's degree of corresponding medical specialty, after obtaining the intermediate professional technical qualification of health or primary health, have been engaged in this major for 3 years.
(3) A bachelor's degree or bachelor's degree in a corresponding major in medicine, and after obtaining a mid-level professional technical qualification in health or primary health, he has been engaged in this major for 4 years.
(4) College degree of corresponding medical specialty, after obtaining the intermediate professional technical qualification of health or primary health, have been engaged in this major for 6 years.
(5) Having a technical secondary school degree in a corresponding major in medicine, and having obtained a mid-level professional technical qualification in hygiene or primary health, he has been engaged in this major for 8 years.
(6) No medical professional degree (below secondary school degree), Chinese medicine professional and technical personnel, have been engaged in traditional Chinese medicine technical work for more than 24 years, and have been appointed as the attending (administrative) Chinese medicine (pharmaceutical) teacher for at least 12 years.
3. If one of the following conditions is met, you can apply for the deputy senior technical qualification examination for the primary health professional:
(1) Have been employed in the mid-level professional technical position of health or primary health for 3 years, and have one of the following conditions during their current term of office:
① Won the commendation from the provincial and ministerial party and government organs;
② Won the "May 1" Labor Medal at the provincial level and above;
③ Obtain the title of model worker or advanced worker at the municipal level or above;
④ City or government level and above academic and technical leaders or candidates;
⑤Awarded by the Sichuan Provincial Health Commission with outstanding contributions of young and middle-aged experts, Sichuan Province clinical skills masters, Sichuan provincial primary health talents and other academic titles awarded by the municipal (department) level and above party and government organs.
(2) Not having the required academic qualifications, but having been employed in health or primary health intermediate professional technical positions for 9 years, has rich medical and health practice experience and unique medical technology, and its medical effect has reached the advanced level in the province, and has obtained the provincial peers and the society In addition to having one of the conditions of Article 3 (1), it can also be recommended by 3 peer experts (positive and senior experts at the provincial and municipal medical and health institutions).
The deadline for applicants to work in this major is calculated to December 31 of the year of registration.
Assistance to the Hubei Medical Team and frontline health professional and technical personnel in high-risk areas for epidemic prevention and control will be exempted from the deputy senior health technical qualification examination when applying for the assessment of the deputy senior health title during the current term.
3. Time schedule

(4) Print time of electronic invoice
From July 6th to August 5th.
(5) Print time of admission ticket
From July 27 to July 31.
4. Application Procedure
The examination registration certification items are subject to the notification commitment system. Registration, qualification verification, payment, electronic invoice printing and admission ticket printing are all handled through the network.
(1) Notification commitment system
Applicants must carefully read the relevant regulations of the exam and carefully compare the conditions of the application before registering; they must promise that the information filled in is true, accurate, complete, effective and meets the requirements of the application, and sign the "Commitment for Application" (electronic text) to voluntarily assume false Commit the relevant responsibilities, and accept the relevant violations of discipline.
Those who do not meet the conditions for application for examination and provide false promises will be dealt with according to relevant regulations, such as invalid examination results, and will be recorded in the professional and technical personnel qualification examination integrity archives.
(2) Online registration
1. Sign up in the "Personnel Examination" column of the official website of the Sichuan Provincial Department of Human Resources and Social Security (rst.sc.gov.cn).
2. To apply for the health professional, click on the "2020 Deputy Senior Technical Qualification Examination for Health Professionals" to register; for the Chinese medicine professional, click on the "2020 Deputy Senior Technical Qualification Examination for Chinese Medicine Professionals" to register.
3. Applicants for primary-level medical and health institutions must declare specifically in the "Whether they work in primary-level medical or health institutions" in the application form.
4. Photo requirements: white background, jpg format, resolution 295px*413px, size 2.5cm*3.5cm, size about 10kb. The photo will be used for the admission ticket, "candidate registration book", certificate preparation and certification, etc. Please choose carefully when uploading.
5. Selection of registration points: The registration is divided according to territories. In principle, candidates can only choose registration points that are consistent with the current work place or the location of their household registration. The central and provincial units directly under the government in Chengdu must choose the registration point directly under the province.
6. All applicants must upload electronic scanned copies of the original academic (degree) certificates, intermediate title certificates and other licenses (jpg format, single file size 100-300kb, invalid copy).
7. Applicants must check carefully when filling in the information, and the information cannot be modified after passing the review.
(2) Qualification verification
The staff of the qualification verification department at the location of the registration point shall conduct the qualification verification of the application based on the relevant information filled in by the applicant and the uploaded materials. For city (prefecture) registration points, the health professions shall be verified by the competent health administrative department of the city (prefecture) where the registration point is located; the Chinese medicine professions shall be verified by the administrative department of traditional Chinese medicine of the city (prefecture) where the registration point is located. For the registration points directly under the province, the health profession is checked by the Talent Service Center of the Provincial Health Commission; the Chinese medicine profession is checked by the Personnel Division of the Provincial Administration of Traditional Chinese Medicine. During the verification process, the qualification verification department may request the questioning candidates to submit relevant materials. Applicants must carry the specified materials within the specified time to receive manual verification in the specified manner. Those who fail to perform manual verification as required will be disqualified from taking the test.
(3) Online payment
Fees: 90 yuan per person per subject. After successful payment, non-policy factors will not refund the fee.
(4) Electronic invoice printing
Electronic invoices can be printed on the "Personnel Examination" column of the official website of the Sichuan Provincial Department of Human Resources and Social Security (rst.sc.gov.cn) (see Annex 2 for the process), and paper invoices are no longer provided.
(5) Printing of admission ticket
Print the admission ticket on the "Personnel Examination" column of the official website of Sichuan Provincial Human Resources and Social Security Department (rst.sc.gov.cn). Applicants should carefully check the personal information such as the name, ID number, etc. on the test certificate. If any errors are found, they must register and amend the personnel test institution where the registration point is located during the printing of the test certificate (working hours), otherwise they cannot take the test.
V. Inquiry, review and certificate collection
(1) Results query
The results can be found on the "Personnel Examination" column of the official website of the Sichuan Provincial Department of Human Resources and Social Security (rst.sc.gov.cn).
(2) Publicity and review
After the results are announced, the list of qualified personnel who intend to obtain certification will be publicized in the "Personnel Examination" column of the official website of the Sichuan Provincial Department of Human Resources and Social Security (rst.sc.gov.cn), which will be accepted by the qualification verification department at the location of the registration site. Report and review.
(3) Receiving the certificate of qualification
The certificate of conformity is obtained at the certificate issuing agency where the registration point is located.
6. Exam notes
(1) The stationery taken by the test takers who took the paper-and-pencil test is limited to black ink pens, 2b pencils, and erasers. Candidates who take the man-machine dialogue test can only use black ink pens for stationery. There is draft paper on the examination room for the test staff to use, and it will be recovered after the examination.
(2) During the examination, the test takers shall present their admission ticket and identification documents (the types of documents include second-generation ID cards, social security cards, military officer certificates, Hong Kong and Macao identity certificates, Taiwan residents’ travel permits to mainland China, and overseas passports, excluding expired ID cards, First-generation ID card, ID card copy and other documents and certificates) enter the examination room, enter the seat in the same number, and place the admission ticket and ID card on the examination table. Those with different certificates are not allowed to enter the examination room. Candidates, their identity documents, admission tickets are inconsistent with the information of the Candidate Registration Book, and the subjects and grades of the examination are not allowed to enter the examination room.
(3) The test taker should carefully check the information filled in and fill in the test, and establish a sense of self-protection, and properly keep his answer sheet and answer card (paper).
(4) Examination personnel must strictly abide by the relevant regulations of the examination. If there is any disciplinary violation, it will be handled strictly in accordance with the "Provisions on the Discipline of Professional and Technical Personnel Qualification Examination" (Decree No. 31 of the Ministry of Human Resources and Social Security) Those suspected of committing crimes will be transferred to judicial organs according to law.
Seven, do a good job in the prevention and control of the epidemic situation of the examination organization
The Provincial Personnel Examination Center will work with the health department to develop guidelines for the prevention and control of epidemic situations related to examinations. All localities must strictly implement the relevant epidemic prevention and control requirements and measures. Candidates must take the exam strictly in accordance with the requirements of epidemic prevention and control.
