In order to thoroughly implement the national decision and deployment on strengthening the construction and development of social organizations, and systematically study the functional role and practical path of China's social organizations in serving the development of the service industry, optimizing public services, and promoting the modernization of social governance, the National Institute of Development and Strategy of Renmin University of China (hereinafter referred to as the Institute) focuses on the Chengdu High tech Medical

Association and jointly conducts innovative research on the operation mode and incentive mechanism of science and technology social organizations. Recently, members of the research team from the National Development Institute of the People's Congress went to the Chengdu High tech Medical Association for a two-day on-site investigation. As an important component of the innovative research project, this survey aims to deeply examine the practical experience of the society, focus on optimizing operational models and innovating incentive mechanisms, and ultimately propose a forward-looking and operable specific implementation path for the transformation and upgrading of Chengdu High tech Medical Association, providing suggestions and solutions for promoting high-quality development of regional health care. On the morning of October 24th, the expert group of the National Development Institute of the People's Congress, led by Director Sun Tao, began their trip. Associate Professors Wei Qingong and Pan Yinghao visited the Medical Engineering Integration Innovation Exhibition Platform of the Society together. Through on-site visits and communication, the expert group systematically examined the practical achievements of the society in platform construction, resource integration, and service innovation, and formed a preliminary understanding of the overall development of the society. The subsequent symposium was chaired by Zeng Bin, Executive Vice President and Secretary General of Chengdu High tech Medical Association. Leaders from the Social Work Department of the Municipal Party Committee, the Social Work Department of the District Party Working Committee, and relevant departments of the District Health Bureau attended and provided guidance. Middle and senior management personnel of the association also attended. All parties had in-depth exchanges on specific matters such as the purpose and methods of the research, the implementation of various work of the society, and resource coordination, and the symposium achieved the expected results. In order to accurately assess industry demand, the society invited 5 representative member

companies to participate in a symposium in the afternoon of the same day. The representatives of the enterprise, combined with their own development, provided voices and suggestions from the front line of the market. The relevant officials of the Secretariat attended the meeting together and successfully built a tripartite dialogue platform of "Society Enterprise Expert", providing valuable industry perspectives for research. The next day, the society held a special symposium around the "15th Five Year Plan". Each department systematically elaborated on the strategic goals and action paths for the next five years, presenting the society's development blueprint in a panoramic manner. The research group experts listened carefully to the introduction and communicated and discussed the innovative points and implementation details in the plan. This symposium not only provided first-hand information for the research team, but also deepened experts' understanding of the development ideas of the society through comprehensive communication with department heads, accumulating important materials for subsequent research. Subsequently, the team went to Chengdu Frontier Medical Center for on-site inspection and visited multiple pharmaceutical and technology companies. During the inspection process, the association fully demonstrated the work philosophy of "strengthening grassroots and promoting transformation", effectively linking resources, promoting medical technology and service innovation, and providing a platform for the research team to deeply understand the practice of medical engineering integration. This survey marks the official start of systematic collaborative research between both parties. Next, the research expert team will continue to promote the special research on "Innovation of Operation Mode and Incentive Mechanism of Science and Technology Social Organizations" based on the first-hand information and in-depth research collected this time, and ultimately form a research report and policy recommendations with practical guidance value, providing theoretical support and practical guidance for promoting the innovative development of science and technology social organizations.
