1. Exam registration method, time, place and requirements:
(1) Registration method: Exam registration includes two parts: online registration and on-site audit. After online registration, candidates must go to the corresponding registration point for on-site qualification review and confirmation, and the registration is invalid without qualification review.
(2) Time for online registration: The time for online registration is from the day when the announcement of the National Qualification Examination Committee for Physicians of the National Health and Health Commission ends at 24:00 on January 28, 2019. During this period, candidates can log in to the National Medical Examination Network (www.nmec.org.cn) and fill out their personal registration information according to "Online Registration Instructions". All districts (cities), county health planning bureaus and medical and health institutions should actively carry out publicity work and organize candidates to register online within the prescribed time.
(3) Registration location and preliminary examination: According to the localization management principle of the unit, candidates are organized according to the medical and health institutions where they are trying to work to the local health and administrative department for qualification review. Each district (city) county and related units are responsible for the local or Registration and preliminary examination of the unit.
2. On-site qualification confirmation:
(1) Perform the qualification review strictly in accordance with the "Regulations for the Qualification of Medical Doctor Qualification Examination (2014)", and resolutely implement the relevant provisions of the document.
(2) All districts (cities), county health and planning bureaus, and relevant units shall be unified to the Chengdu Health and Family Planning Talent Service Center (Chengdu Medical Examination Center, address: 4th Floor, Population Building, No. 24, Genxia Street, Dongcheng, Qingyang District, Consultation Tel: 028-86750704) On-site confirmation procedures, candidates are not allowed to confirm on-site in personal form. The on-site qualification confirmation time is from February 18, 2019 to February 28, 17:00 (except Saturdays and Sundays).
(3) After the on-site qualification review confirms that the registration procedures have been completed, it is not allowed to change the relevant information such as the application category and level. Those who fail to complete the registration and qualification confirmation within the stipulated time will not go through the supplementary application procedures.
(4) The districts (cities), counties, and relevant medical and health units must strictly follow the arrangement of the "Timetable for Examination of the 2019 Physician Qualification Examination in Chengdu Examination Center" (see Appendix 2), and submit to the examination center for review and confirmation.
3. Certificates and materials to be submitted for on-site qualification confirmation:
Relevant materials shall be provided in accordance with the requirements of the “Catalogue of Doctors Exam Registration Candidates on-site Audit” (see Annex 3 for details).
4. Work requirements
(1) The health planning department of each district (city) and county should strengthen communication and communication, strictly arrange in accordance with the examination work content and time requirements, and make good arrangements for the organization and deployment.
(2) It is necessary to strengthen the publicity of the application policy and application procedures. It is necessary to intensify the publicity of the "Regulations on Handling Discipline and Regulations of Physician Qualification Examinations" and educate candidates on compliance and law. The initial examination points of each registration must publicize the examination discipline on the spot, so that each candidate understands the examination discipline regulations and fully understands the harm to individuals and society caused by violations of discipline. Candidates whose ID cards are about to expire during the test period should be reminded to change and submit a letter of commitment in advance.
(3) All districts (cities), counties and units shall strictly follow the provisions of relevant documents for the preliminary examination of examination qualifications, and shall not relax the conditions for applying for examination without authorization. In the examination work, the personal information of the candidates must be carefully checked. If the personal information of the candidates is incorrect, the National Medical Examination Center will no longer accept the modification of the information. Candidates who provide false or untrue declaration materials will be liable for breach of discipline. According to the Law of the People's Republic of China on Practicing Physicians and the Interim Measures for the Qualification Examination of Physicians and the announcement of the National Qualification Examination Committee of the National Health and Health Commission, the physician qualification examination will be held nationwide in 2019. Clinical, oral, public health categories and rural general practice assistant physicians will use the 2019 version of the exam outline, and the Chinese medicine category exam outline will remain unchanged. 1. Exam registration
Exam registration includes two parts: online registration and on-site audit.
Online registration time is from the date of the announcement of the National Health and Medical Commission's Physician Qualification Examination Committee to 24:00 on January 28, 2019. Candidates are required to fill in their personal information accurately and accurately according to relevant regulations with valid ID. From 2019, you can register for the doctor qualification exam with the residence permit of Hong Kong, Macao and Taiwan residents.
On-site review time is from February 15th, 2019 to February 28th, 2019. Second, practical skills test
The national examination time is from June 15, 2019 to June 21, 2019, which is organized and implemented by the leading group of physician qualification examinations at each test site. The passing score for the practical skills test is 60 points.

Except for the minority medical majors in the category of traditional Chinese medicine, the qualified score of practicing physicians is 360 points, and the qualified score of practicing assistant physicians is 180 points.
4. Other matters
(1) All public health categories and military unit exams (including skill exams and comprehensive written exams) in the province are undertaken by Chengdu test centers. The oral examinations (including skill examinations and comprehensive written examinations) are undertaken by 4 test sites in Chengdu, Nanchong, Zigong and Panzhihua. Among them, the Chengdu test center undertakes oral examinations in 9 cities (prefectures) in Chengdu, Mianyang, Leshan, Deyang, Meishan, Ya'an, and Guangyuan, Aba, and Ganzi Prefectures. Medical Qualification Examination Registration Requirements (2014 Edition)
In order to do the registration work for the doctor qualification exam, according to the Law of the People's Republic of China on Practicing Physicians (hereinafter referred to as the "Practicing Doctors Law") and related regulations, the qualifications for enrolling candidates for the doctor qualification exam are as follows:
Article 1 complies with the Law on Practicing Physicians, the Interim Measures for the Qualification Examination for Physicians (formerly Ministry of Health Order No. 4) and the Measures for the Examination and Examination of Physician Qualifications for Traditional Medical Teachers and Specialists )The relevant provisions.

Those with a bachelor's degree in clinical medicine and probation in a public health position can apply for the qualification of a physician in the public health category with that degree. Applicants who have graduated from the Chinese medicine, integrated traditional Chinese and western medicine, and national medicine majors shall apply for the corresponding doctor qualifications in the category of Chinese medicine according to the medical majors with academic qualifications.
(3) Persons who meet the qualification requirements for applying for practicing physicians may apply for the qualification of practicing assistant physicians of the same category.
(4) Those who work in family planning technical service institutions at or above the township level and meet the conditions stipulated in Articles 9 and 10 of the Law on Practicing Physicians may apply for the qualifications of corresponding types of physicians.
Article 6 Academic qualification review
The valid certificate of academic qualification refers to the diploma recognized by the state. Basic education, forensic medicine, nursing (learning), medical technology, pharmacy, traditional Chinese medicine and other medical related majors, their academic qualifications are not used as the academic basis for applying for doctor qualifications.
(1) Postgraduate qualifications
1. Graduate students of clinical medicine (including traditional Chinese medicine, integrated Chinese and Western medicine), stomatology, and public health professional degree, conduct clinical practice or public health practice in eligible medical, preventive, and health care institutions, and accumulate practical time until the current comprehensive medical examination At least one year, with qualified undergraduate degree and major, apply for the corresponding category of doctor qualification during the semester.
Students of long-term clinical medicine, stomatology, traditional Chinese medicine, traditional Chinese medicine (integrated traditional Chinese and western medicine), ophthalmology, optometry and preventive medicine have completed 1 year clinical or public health graduation internship and more than 1 year clinical or public health practice To apply for the qualification of a doctor of the corresponding category with an undergraduate degree.

Applicants who apply for a graduate degree in the year they graduate must submit a graduate certificate before August 31 of that year and provide materials such as a degree certificate to prove that they are a professional degree graduate before they can participate in the medical comprehensive written test.
3. Graduate students with academic degrees (formerly “Science Degrees”) majoring in clinical medicine, stomatology, traditional Chinese medicine, integrated traditional Chinese and western medicine, national medicine, public health and preventive medicine who enrolled before December 31, 2014. For a one-year clinical or public health graduation internship and more than one year of clinical or public health practice, the graduate degree and discipline shall be used as the basis for applying for the corresponding category of doctor qualification. 4. Graduate degree of clinical medicine (nursing) academic degree, or graduate degree of clinical medicine (nursing field) professional degree, shall not be used as the academic basis for applying for the qualification of doctors of various categories.
(2) Bachelor degree

4. 5. Bachelor's degree graduates with medical degrees who have been promoted to undergraduate degree after September 1, 2015 must have the same or similar majors as the professional majors, and their undergraduate degree can be used as the academic basis for applying for the qualification of a physician.
(3) Higher vocational (junior college) education
1. Graduated in clinical medicine majors (including clinical medicine, stomatology, traditional Chinese medicine, traditional Chinese medicine orthopedics, acupuncture and moxibustion, Mongolian medicine, Tibetan medicine, Uyghur medicine, etc.) with the approval of the Ministry of Education for admission after January 1, 2005 Students, their professional degree is used as the academic basis for applying for the qualification of a doctor.
Graduates of medical specialties (referred to undergraduate professional names in the same period) approved by the provincial education and health administrative department (Chinese medicine management department) who enrolled before December 31, 2004, and their professional qualifications shall be used as the academic basis for applying for doctor qualification.
2. Graduates enrolled before the 31-year 5-year medical program at the beginning of the junior high school with the consent of the education and health administrative departments at or above the provincial level shall have their academic qualifications as the basis for applying for the qualification of a physician. (4) Secondary Vocational (Secondary Technical) Education

4. Graduates of integrated Chinese and Western medicine majors in secondary vocational schools enrolled before December 31, 2006, of which the vocational (secondary school) degree is used as the academic basis for applying for the qualification of integrated Chinese and Western medicine physicians in the category of Chinese medicine.
For graduates of integrated traditional Chinese and western medicine who have enrolled after January 1, 2007, their vocational (secondary school) qualifications are not used as a basis for applying for the qualification of a physician.
5. Graduates of Chinese medicine and ethnic medicine majors in secondary vocational schools (secondary professional schools) enrolled before December 31, 2006, with their vocational (secondary technical) qualifications as the academic basis for applying for the corresponding doctor qualifications in the category of Chinese medicine.

(5) Educational qualifications for adult education
1. Medical graduates of adult higher education, self-study exams, and distance education of various colleges and universities who enrolled before October 31, 2002. This academic qualification is used as the academic basis for applying for the corresponding category of doctor qualification.

In addition to the above circumstances, adult higher education, self-study examinations, and medical graduates of distance education of various colleges and universities who enrolled after November 1, 2002, their adult higher education qualifications are not used as the basis for applying for the qualification of a physician.
2. Adult medical secondary school graduates who enrolled before August 31, 2001, their adult secondary technical qualifications are used as the academic basis for applying for the qualification of a physician.
Adult medical secondary school graduates who enrolled after September 1, 2001, their adult secondary school qualifications are not used as the academic basis for applying for the qualification of a physician.
(6) Western medicine learning Chinese medicine personnel

(7) Traditional medicine teachers and experts
1. Traditional medical teachers and those with expertise who apply for taking the qualification examination for doctors should meet the relevant provisions of Articles 27 and 28 of the "Examination Methods for the Qualification of Traditional Medical Teachers and Experts with Qualification".
2. After the traditional medical teachers and some specialists have obtained the practicing assistant physician certificate, they have obtained the higher education degree of Chinese medicine specialty in adult higher education recognized by the education administration department of the State Council, and their practice time and the time of obtaining the adult higher education qualification meet the regulations. (8) Other
Residents of Mainland China who have obtained a medical degree from abroad must be certified by the Study Abroad Service Center of the Ministry of Education, and at the same time comply with the provisions of the "Law of Practicing Doctors" and relevant documents, they can apply for examinations in accordance with these regulations.
Article 7 The permanent residents of Taiwan, Hong Kong and Macao and foreigners who apply for examination shall follow the relevant documents.
Article 8 Blind medical massage personnel shall participate in the examination of blind medical massage personnel in accordance with the provisions of the “Administrative Measures for Blind Medical Massage” (Wei Yizheng Fa [2009] No. 37).
Article 9 These regulations shall take effect as of the date of promulgation. The Provisions on the Qualifications for Registration of Physician Qualification Examination (2006 Edition) and the Notice on the Amendment of the Provisions on the Qualifications of Registration for the Qualification Examination of Physician (2006 Edition) (Wei Ban Yi Fa [2008] No. 64) are abolished at the same time.

Chapter 1 General
